Francis J. Herron

Francis Jay Herron was a Union general in the Civil War, and later a public official in Louisiana (Wikipedia).
James wrote in September 1864, “We were consolidating under an order from General Herron” (James, September 3, 1864), and in October sent his returns to General Meigs noting “the two Regiments having been consolidated by order of Major Genl. Herron, Comd’g District of the Rio Grande, Texas” (James to Gen. Meigs, October 7, 1864).
